All owners or other Users of premises who have connected or who shall hereafter connect
to the sewerage facilities of such premises to the Facilities of the County and who
shall use such facilities shall be charged for the service rendered from the first
day of the month following that in which the service was initiated, when such premises
are not served by a metered public water supply; or shall be charged for the service
rendered from the date that water service was initiated, when such premises are served
