Subsurface soil absorption pits shall not be used for the disposal of sewage for any
lots or parcels for which an application for soil study, site plan or preliminary
subdivision plat is filed after January 1, 1992, except as set forth herein. Use of
subsurface soil absorption pits may be permitted with pretreatment tanks only when
such use is necessary because of soil and site conditions, to replace or repair an
existing on-site sewage disposal system that has become malfunctioning or insanitary
and when such use is acceptable to the Administrative Authority. Subsurface soil absorption
pits shall not be installed when conditions permit the installation of other approved
