Any owner of premises, the sewerage facilities of which are connected to the Facilities
of the County, who sells or otherwise transfers the ownership of such premises shall
be liable for the payment of all charges made for service rendered to such premises
until the Director is notified of the transfer of ownership of such premises. (39-93-67.1;
