All hearings shall be open to the public. The appellant, the appellant's representative,
the Building Official, Fire Official or Property Maintenance Code Official or his
equivalent, as appropriate, of the jurisdiction involved and any other person whose
interests may be affected by the matter on appeal, shall be given an opportunity to
be heard. The Board shall conduct its hearing in conformance with procedures adopted
by the Board and made available to the public through the secretary to the Board.
