§ 14-1-4. Director of emergency management; coordinator of emergency management.

  • (a)

    The County Executive, or in his absence, the acting County Executive, shall be the Director of Emergency Management. The Deputy County Executive for Public Safety, Planning, and Development shall be the Deputy Director of Emergency Management. The Director shall be responsible for:

    (1)

    Organizing emergency management and directing emergency operations through the regularly constituted government structure, and using equipment, supplies and facilities of existing departments, offices and agencies of the County to the maximum extent practical. The officers and personnel of all County departments, offices and agencies are directed to cooperate with and extend such services and facilities to the Director and the Coordinator.

    (2)

    The Director may in collaboration with (i) other public and private agencies within the Commonwealth or (ii) other states or localities within other states, develop or cause to be developed mutual aid agreements or reciprocal assistance in the case of a disaster too great to be dealt with unassisted.

    (b)

    The Director of Emergency Management is authorized to appoint a Coordinator of Emergency Management with the consent of the Board of Supervisors. The Coordinator shall be responsible to the Director and shall carry out such tasks as designated by the Director. The Coordinator shall be responsible for:

    (1)

    Development and coordination of plans for immediate use of all facilities, equipment, manpower and other resources of the County for the purpose of minimizing or preventing damage to persons and property and protecting and restoring to usefulness governmental services and public utilities necessary for the public health, safety and welfare.

    (2)

    Liaison with State and Federal authorities and nearby political subdivisions as necessary to ensure the most effective disaster preparedness and response capabilities.

    (3)

    Coordinating the recruitment of volunteer personnel.

    (4)

    Coordinating the activity of all other public and private agencies engaged in emergency management activities.

    (5)

    Assuming such activity and conducting such activity as the Director may direct to promote and execute County emergency management plans and programs.

    (c)

    The Director and/or Coordinator of Emergency Management may designate a Deputy Coordinator(s) who shall be responsible to them, and shall carry out such tasks as designated by the Director and/or Coordinator. (2-87-14; 26-00-14; 52-05-14.)
