The Director of DPWES has direct charge over the County MS4, including responsibility
for the operation, maintenance, and administration thereof, and responsibility for
the enforcement of violations of this Article. In the investigation and enforcement
of violations of this Article, the Director of DPWES may exercise any and all authority
granted to the Director of LDS under Articles 7 and 8, and may exercise the right
of entry set forth in Article 1 for obtaining information or conducting surveys or
investigations necessary in the enforcement of the provisions of this Article. (08-14-124;
