Where the removal of any inoperative motor vehicle, trailer, or semitrailer is requested
by the owner of the vehicle and, if different, the owner of the property on which
it is found, then no notice of violation shall be necessary, and removal and disposal
may be made immediately, notwithstanding the provisions of Section 110-3-6 or Section 110-3-8. The costs of such removal, storage and disposal shall be paid directly by the person(s),
firm(s) or corporation(s) requesting such services and shall not be charged to the
County, the Board of Supervisors, the Police Department or any other agency or employee
