No CTO shall be issued to a collector or continued in effect until and unless the
applicant maintains an office that is located and operated in compliance with all
laws and regulations applicable to the business. The office shall be used for the
transaction of business, such business to include, but not be limited to, the receipt
of correspondence and the maintenance of records. In addition, the collector shall
maintain a telephone system for receipt of complaints. Any change of address, telephone
number, or authorized agent or registered agent shall be reported to the Director
within 24 hours. (13-15-109.1.)
