The Service District is created to provide a pest infestation control and remediation
program which shall include, but not be limited to, these services: (i) Public education,
(ii) assisting citizen self-help initiatives, (iii) a suppression program for gypsy
moths, cankerworms and other pests identified by the Commissioner of the Virginia
Department of Agriculture and Consumer Services (referred to collectively as "forest
pests") in accordance with Virginia Code §§ 3.2-700 et seq., as amended, utilizing
biological and chemical insecticides on highly infested areas of Fairfax County; (iv)
remediation of direct damage caused by such forest pests, including but not limited
to the removal of trees killed or damaged by such forest pests on public lands to
enhance public safety, and (v) a management program for insects that may carry a disease
that is dangerous to humans (referred to collectively as "disease-carrying insects").
